Paul Fenn of Local Power came up with the idea for the Community Choice Aggregation (CCA) law at the University of Chicago. The CCA law has been passed in over 1500 municipalities. Utilities spent millions trying to stop CCAs. Bloomberg Business Week said Paul is the "utility industry’s enemy number 1”. David does not kill Goliath here.
