Carceral Recovery: Prisons, Drug Markets, and the New Pharmaceutical Self (Lexington Books, 2023) explores the interrelation between carceral conditions and substance use by considering the intersections between drug markets, sidewalks, households, and prisons in Baltimore. Sanaullah Khan argues that while housing, medicalization, and incarceration fundamentally create the conditions for substance use, individuals are increasingly experiencing the paradoxes of care and punishment by being propelled into a new regime of recovery which creates new pharmaceuticalized identities. By shedding light on how addiction and the impetus for healing moves through families and institutions of the state, Khan provides an account of the different competing forces that shape substance use, recovery, and relapse. We recently marked the 50th Anniversary of Terry vs. Ohio, the US Supreme Court case that dramatically expanded the scope under which agents of the state could stop people and search them. Taking advantage of a North Carolina law that required the collection of demographic data on those detained by the police during routine traffic stops, Frank Baumgartner and his colleagues analyzed twenty million such stops from 2002-2016. They present the results of this research in Suspect Citizens: What 20 Million Traffic Stops Tell Us about Policing and Race (Cambridge University Press, 2018). Today, U.S. Immigration & Customs Enforcement (ICE) detains an average of 37,000 migrants each night. To do so, they rely on, and pay for, the use of hundreds of local jails. But this is nothing new: the federal government has been detaining migrants in city and county jails for more than 100 years.  In The Migrant's Jail: An American History of Mass Incarceration (Princeton UP, 2024), Brianna Nofil examines how a century of political, ideological, and economic exchange between the U.S. immigration bureaucracy and the criminal justice system gave rise to the world's largest system of migrant incarceration. Migrant detention is not simply an outgrowth of mass incarceration; rather, it has propelled carceral state-building and fostered intergovernmental policing efforts since the turn of the twentieth century. From the incarceration of Chinese migrants in New York in the 1900s and 1910s to the jailing of Caribbean refugees in Gulf South lockups of the 1980s and 1990s, federal immigration authorities provided communities with a cash windfall that they used to cut taxes, reward local officials, and build bigger jails--which they then had incentive to fill. Trapped in America's patchwork detention networks, migrants turned to courts, embassies, and the media to challenge the cruel paradox of "administrative imprisonment." Drawing on immigration records, affidavits, protest letters, and a variety of local sources, Nofil excavates the web of political negotiations, financial deals, and legal precedents that allows the United States to incarcerate migrants with little accountability and devastating consequences. The image of the sheriff is deeply embedded in American culture – from pacifist Jimmy Stewart in Destry Rides Again and gun averse Roy Scheider in Jaws to those more comfortable wielding power like Gene Hackman in Unforgiven, Tommy Lee Jones in No Country for Old Men, and Gary Cooper in High Noon.  In the United States, more than 3,000 sheriffs occupy a unique position in the political and legal systems. Sheriffs oversee more than a third of law enforcement employees and control almost all local jails. They have the power to both set and administer policies, and sheriffs can imprison, harm, and even kill members of their communities. Although sheriffs are elected by voters, these elections are usually noncompetitive and low-visibility. Sheriffs enjoy a degree of autonomy not seen by other political officeholders. In The Power of the Badge: Sheriffs and Inequality in the United States (U Chicago Press, 2024), Emily M. Farris and Mirya R. Holman draw on two original surveys of sheriffs taken nearly a decade apart, as well as election data, case studies, and administrative data to argue that the autonomy and authority granted to sheriffs in the United States create an environment where sheriffs rarely change; elections seldom create meaningful accountability; employees, budgets, and jails can be used for political gains; marginalized populations can be punished; and reforms fail. Drs. Farris and Holman track the increasingly close linkages between sheriffs and right-wing radical groups and demonstrate how sheriffs holding negative views of marginalized groups leads to unequal policing and discriminatory policies that fail to protect marginalized groups – particularly in the areas of intimate partner violence, racial profiling in traffic enforcement, and immigration enforcement. If the sheriff does not like your group, he structures hiring, training, and policy in his office to punish you. Farris and Holman also interrogate the ways in which sheriffs extract resources to maintain and profit from the carceral state. The Secret Police and the Soviet System: New Archival Investigations (U Pittsburgh Press, 2023) compiles an array of recent scholarship that draws on newly available archival evidence. This interview with the book's editor, Dr. Michael David-Fox, summarizes what these new findings add up to, and highlights specific arguments made by the collection's authors. While Russian archives are presently difficult to access, Ukrainian archives have proved to contain a trove of information about the Soviet-era secret police. The authors in this collection have broken much new interpretive ground, and the essays are universally engaging and provocative. About the book: Even more than thirty years after the dissolution of the Soviet Union, the role of the secret police in shaping culture and society in communist USSR has been difficult to study, and defies our complete understanding. In the last decade, the opening of non-Russian KGB archives, notably in Ukraine after 2015, has allowed scholars to explore state security organizations in ways not previously possible. Moving beyond well-known cases of high-profile espionage and repression, this study is the first to showcase research from a wide range of secret police archives in former Soviet republics and the countries of the former Soviet bloc—some of which are rapidly closing or becoming inaccessible once again. Women of the Mafia: Power and Influence in the Neapolitan Camorra (Cornell UP, 2024) by Dr. Felia Allum dives into the Neapolitan criminal underworld of the Camorra as seen and lived by the women who inhabit it. It tells their life stories and unpacks the gender dynamics by examining their participation as active agents in the organisation as leaders, managers, foot soldiers, and enablers. Felia Allum shows that these women are true partners in crime. The author offers an innovative interdisciplinary analysis that demystifies the notion that the Camorra is a sexist, male-centric organisation. She links her analysis of Camorra culture within the wider Neapolitan context to show how mothers and women act and are treated in the private sphere of the household and how the family helps explain the power women have found in the Neapolitan Camorra. It is civil society and law enforcement agencies that continue to see the Camorra using traditional gender assumptions which render women irrelevant and lacking independent agency in the criminal underworld. Inspired by the rise of environmental psychology and increasing support for behavioral research after the Second World War, new initiatives at the federal, state, and local levels looked to influence the human psyche through form, or elicit desired behaviors with environmental incentives, implementing what Joy Knoblauch calls “psychological functionalism.” Recruited by federal construction and research programs for institutional reform and expansion—which included hospitals, mental health centers, prisons, and public housing—architects theorized new ways to control behavior and make it more functional by exercising soft power, or power through persuasion, with their designs. In the 1960s –1970s era of anti-institutional sentiment, they hoped to offer an enlightened, palatable, more humane solution to larger social problems related to health, mental health, justice, and security of the population by applying psychological expertise to institutional design. In turn, Knoblauch argues, architects gained new roles as researchers, organizers, and writers while theories of confinement, territory, and surveillance proliferated. The Architecture of Good Behavior: Psychology and Modern Institutional Design in Postwar America (University of Pittsburgh Press) explores psychological functionalism as a political tool and the architectural projects funded by a postwar nation in its efforts to govern, exert control over, and ultimately pacify its patients, prisoners, and residents. Jails are the principal people-processing machines of the criminal justice system. Mostly they hold persons awaiting trial who cannot afford or have been denied bail. Although jail sentences max out at a year, some spend years awaiting trial in jail-especially in counties where courts are jammed with cases. City and county jails, detention centers, police lockups, and other temporary holding facilities are regularly overcrowded, poorly funded, and the buildings are often in disrepair. American jails admit over ten million people every year, but very little is known about what happens to them while they're locked away. Indefinite: Doing Time in Jail (Oxford UP, 2022) is an ethnographic study of a California county jail that reflects on what it means to do jail time and what it does to men. Michael L. Walker spent several extended spells in jail, having been arrested while trying to pay parking tickets in graduate school. This book is an intimate account of his experience and in it he shares the routines, rhythms, and subtle meanings that come with being incarcerated. Walker shows how punishment in jail is much more than the deprivation of liberties. It is, he argues, purposefully degrading. Jail creates a racial politics that organizes daily life, moves men from clock time to event time, normalizes trauma, and imbues residents with substantial measures of vulnerability. Deputies used self-centered management styles to address the problems associated with running a jail, some that magnified individual conflicts to potential group conflicts and others that created divisions between residents for the sake of control. In Menace to the Future: A Disability and Queer History of Carceral Eugenics (Duke UP, 2024), Jess Whatcott traces the link between US disability institutions and early twentieth-century eugenicist ideology, demonstrating how the legacy of those ideas continues to shape incarceration and detention today. Whatcott focuses on California, examining records from state institutions and reform organizations, newspapers, and state hospital museum exhibits. They reveal that state confinement, coercive treatment, care neglect, and forced sterilization were done out of the belief that the perceived unfitness of disabled, mad, and neurodivergent people was hereditary and thus posed a biological threat—a so-called menace to the future.  Whatcott uncovers a history of disabled resistance to these institutions that predates disability rights movements, builds a genealogy of resistance, and tells a history of eugenics from below. Theorizing how what they call “carceral eugenics” informed state treatment of disabled, mad, and neurodivergent people a century ago, Whatcott shows not only how that same logic still exists in secure treatment facilities, state prisons, and immigration detention centers, but also why it must continue to be resisted. The police officer who brutalized Abner Louima. A purveyor of child pornography. These are some of the defendants to have come before U.S. District Court Judge Frederic Block to ask for reductions in their prison sentences. All of them have been found guilty and have already served decades in prison, but under the 2018 First Step Act they are entitled to petition for reconsideration and release. In a rare glimpse behind the bench, Judge Block recounts the cases of six incarcerated people who have done heinous things but have nevertheless petitioned him for their release. He then explains the criteria the First Step Act has spelled out for his consideration. And, in a novel twist, he asks the reader, “What would you do?”  In A Second Chance: A Federal Judge Decides Who Deserves It (The New Press, 2024), Judge Block puts us out of our suspense in a third section of the book where he tells us what he did do in each case and why, as he weighs each compassionate release request, evaluating issues ranging from “the trial tax,” to sentencing disparities, to judicial incompetence. Finally, Judge Block makes the case that the First Step Act should be extended to state court judges, since state prisons house about 90 percent of those incarcerated. When the possibility of wiretapping first became known to Americans they were outraged. Now, in our post-9/11 world, it's accepted that corporations are vested with human rights, and government agencies and corporations use computers to monitor our private lives. In The American Surveillance State: How the US Spies on Dissent (Pluto Press, 2022), David H. Price pulls back the curtain to reveal how the FBI and other government agencies have always functioned as the secret police of American capitalism up to today, where they luxuriate in a near-limitless NSA surveillance of all. Chicago is a city with extreme concentrations of racialized poverty and inequity, one that relies on an extensive network of repressive agencies to police the poor and suppress struggles for social justice. Imperial Policing: Weaponized Data in Carceral Chicago (University of Minnesota Press, 2024) examines the role of local law enforcement, federal immigration authorities, and national security agencies in upholding the city’s highly unequal social order. Collaboratively authored by the Policing in Chicago Research Group (PCRG), Imperial Policing was developed in dialogue with movements on the front lines of struggles against racist policing in Black, Latinx, and Arab/Muslim communities. In the early nineteenth century, as slavery gradually ended in the North, a village in New York State invented a new form of unfreedom: the profit-driven prison. Uniting incarceration and capitalism, the village of Auburn built a prison that enclosed industrial factories. There, "slaves of the state" were leased to private companies. The prisoners earned no wages, yet they manufactured furniture, animal harnesses, carpets, and combs, which consumers bought throughout the North. Then one young man challenged the system. In Freeman’s Challenge: The Murder That Shook America’s Original Prison for Profit (U Chicago Press, 2024), Robin Bernstein tells the story of an Afro-Native teenager named William Freeman who was convicted of a horse theft he insisted he did not commit and sentenced to five years of hard labor in Auburn's prison. Freeman committed a murder that terrified and bewildered white America. In our pursuit of efficiency in the lower criminal courts, have we lost sight of quality justice? Through the critical examination of original stenographic data, Over-Efficiency in the Lower Criminal Courts: Understanding a Key Problem and How to Fix it (Policy Press, 2024) by Dr. Shaun Yates demonstrates how an English Magistrates' courthouse often pursued managerial efficiency to the detriment of social justice and procedural due process values. Given that these courts process more than 95% of all criminal cases, this ‘over-efficiency’ problem has the capacity to cause significant social harm. This June 2020 episode, originally part of a Global Policing series, was Recall this Book's first exploration of police brutality, systemic and personal racism and Black Lives Matter. Elizabeth and John were lucky to be joined by Daniel Kryder and David Cunningham, two scholars who have worked on these questions for decades. Many of the mechanisms that create an oppressed and subordinated American community of color can seem subtle and indirect, despite the insidious ways they pervade housing law (The Color of Law), education (Why Are All the Black Kids Sitting Together, Savage Inequalities) and the carceral state (The Condemnation of Blackness, The New Jim Crow, Locking Up Our Own). Although there is plenty of subtle racism in policing as well, there can be a brutally frontal quality to white-power policing: just look at the racial disparity in the stubbornly astronomically number of fatal shootings by police. David and Daniel ask how much of the current system of racial and class disparity can be traced back to slavery or to subsequent 19th century racial logic, and howw much arises from the confluence of other forces. The conversation notes the widespread white participation in 2020 protests–did we ever expect to hear Mitt Romney chanting “Black Lives Matter”?– and what this might suggest about the possibilities for actual change. Asylum Ways of Seeing: Psychiatric Patients, American Thought and Culture (University of Pennsylvania Press, 2021) by Dr. Heather Murray is a cultural and intellectual history of people with mental illnesses in the twentieth-century United States. While acknowledging the fraught, and often violent, histories of American psychiatric hospitals, Heather Murray also suggests that it is in these hospitals that patients became more intense observers: they gave more conscious consideration to institutional and broader kinds of citizenship, to the nature and needs of communities versus those of individuals, to scientific modernity, and to human rights and solidarities among the suffering. All of these ideas have animated twentieth-century America, and, as Dr. Murray shows, have not just flowed into psychiatric hospitals but outward from them as well. These themes are especially clear within patients' intimate, creative, and political correspondence, writings, and drawings, as well as in hospital publications and films. This way of thinking and imagining contrasts with more common images of the patient—as passive, resigned, and absented from the world in the cloistered setting of the hospital—that have animated psychiatry over the course of the twentieth century. Asylum Ways of Seeing traces how it is that patient resignation went from being interpreted as wisdom in the early twentieth century, to being understood as a capitulation in scientific and political sources by mid-century, to being seen as a profound violation of selfhood and individual rights by the century's end. Anne Gray Fischer speaks about her path to and through research, including how sex workers informed her analysis of policing and state violence, the role of law enforcement in struggles over economic development, and the intellectual and practical factors of research design. Men, especially Black men, often stand in as the ultimate symbol of the mass incarceration crisis in the United States. Women are treated as marginal, if not overlooked altogether, in histories of the criminal legal system. In The Streets Belong to Us: Sex, Race, and Police Power from Segregation to Gentrification (UNC Press, 2022)--a searing history of women and police in the modern United States--Anne Gray Fischer narrates how sexual policing fueled a dramatic expansion of police power. The enormous discretionary power that police officers wield to surveil, target, and arrest anyone they deem suspicious was tested, legitimized, and legalized through the policing of women's sexuality and their right to move freely through city streets. Throughout the twentieth century, police departments achieved a stunning consolidation of urban authority through the strategic discretionary enforcement of morals laws, including disorderly conduct, vagrancy, and other prostitution-related misdemeanors. Between Prohibition in the 1920s and the rise of broken windows policing in the 1980s, police targeted white and Black women in distinct but interconnected ways. These tactics reveal the centrality of racist and sexist myths to the justification and deployment of state power. Sexual policing did not just enhance police power. It also transformed cities from segregated sites of urban vice into the gentrified sites of Black displacement and banishment we live in today. Liberal democracy is in crisis around the world, unable to address pressing problems such as climate change. There is, however, another path—cooperation democracy. From consumer co-ops to credit unions, worker cooperatives to insurance mutuals, nonprofits to mutual aid, countless examples prove that people working together can extend the ideals of participatory democracy and sustainability into every aspect of their lives. These forms of cooperation do not depend on electoral politics. Instead, they harness the longstanding practices and values of cooperatives: self-determination, democratic participation, equity, solidarity, and respect for the environment. Bernard E. Harcourt develops a transformative theory and practice that builds on worldwide models of successful cooperation. He identifies the most promising forms of cooperative initiatives and then distills their lessons into an integrated framework: Coöperism. This is a political theory grounded on recognition of our interdependence. It is an economic theory that can ensure equitable distribution of wealth. Finally, it is a social theory that replaces the punishment paradigm with a cooperation paradigm. The U.S. government's decades-long "war on drugs" is increasingly recognized as a moral travesty as well as a policy failure. The criminalization of substances such as marijuana and magic mushrooms offends core tenets of liberalism, from the right to self-rule to protection of privacy to freedom of religion. It contributes to mass incarceration and racial subordination. And it costs billions of dollars per year—all without advancing public health. Yet, in hundreds upon hundreds of cases, courts have allowed the war to proceed virtually unchecked. How could a set of policies so draconian, destructive, and discriminatory escape constitutional curtailment? In The Constitution of the War on Drugs (Oxford UP, 2024), David Pozen provides an authoritative, critical constitutional history of the drug war, casting new light on both drug prohibition and U.S. constitutional development. Throughout the 1960s and 1970s, advocates argued that criminal drug bans violate the Constitution's guarantees of due process, equal protection, federalism, free speech, free exercise of religion, and humane punishment. Many scholars and jurists agreed. Pozen demonstrates the plausibility of a constitutional path not taken, one that would have led to a more compassionate approach to drug control. Rather than restrain the drug war, the Constitution helped to legitimate and entrench it. Pozen shows how a profoundly illiberal and paternalistic policy regime was assimilated into, and came to shape, an ostensibly liberal and pluralistic constitutional order. For over thirty years, modern Italy was plagued by ransom kidnappings perpetrated by bandits and organised crime syndicates. Nearly 700 men, women, and children were abducted from across the country between the late 1960s and the late 1990s, held hostage by members of the Sardinian banditry, Cosa Nostra, and the ’Ndrangheta. Subjected to harsh captivities and psychological abuse, the victims spent months and even years in isolation while law enforcement and the state struggled to find them. Today’s book is: Freeman’s Challenge: The Murder That Shook America’s Original Prison for Profit (U Chicago Press, 2024), by Dr. Robin Bernstein, which tells the story of a teenager named William Freeman. Convicted of a horse theft he insisted he did not commit, he was sentenced to five years of hard labor in Auburn’s new prison. Uniting incarceration and capitalism, the facility included industrial factories where prisoners worked as “slaves of the state.” They earned no wages, yet they manufactured furniture, animal harnesses, carpets, and combs, which consumers bought throughout the North. Then one young man challenged the system. Incensed at being forced to work without pay, William Freeman demanded wages. His challenge triggered violence: first against him, then by him. Freeman committed a murder that terrified and bewildered white America. And white America struck back—with aftereffects that reverberate into our lives today in the persistent myth of inherent Black criminality. William Freeman’s story reveals how the North invented prison for profit half a century before the Thirteenth Amendment outlawed slavery “except as a punishment for crime”—and how Frederick Douglass, Harriet Tubman, and other African Americans invented strategies of resilience and resistance in a city dominated by a citadel of unfreedom. Through one Black man, his family, and his city, Dr. Bernstein tells an explosive, moving story about the entangled origins of prison for profit and anti-Black racism. Throughout US history, lesbian, gay, bisexual, transgender, and queer (LGBTQ) people have been pathologized, victimized, and criminalized. Reports of lynching, burning, or murdering of LGBTQ people have been documented for centuries. Prior to the 1970s, LGBTQ people were deemed as having psychological disorders and subsequently subject to electroshock therapy and other ineffective and cruel treatments. In Law and Personality Disorder: Human Rights, Human Risks, and Rehabilitation (Oxford UP, 2024), Dr Ailbhe O'Loughlin considers the controversial and under-researched concern of what to do with dangerous people with severe personality disorders. She brings together scientific evidence, law and policy, to consider risk prevention, public security and human rights. In recent years, dozens of counties in North Carolina have partnered with federal law enforcement in the criminalization of immigration--what many have dubbed "crimmigration." Southern border enforcement still monopolizes the national immigration debate, but immigration enforcement has become common within the United States as well. While Immigration and Customs Enforcement (ICE) operations are a major part of American immigration enforcement, Felicia Arriaga maintains that ICE relies on an already well-established system--the use of local law enforcement and local governments to identify, incarcerate, and deport undocumented immigrants. In Behind Crimmigration: ICE, Law Enforcement, and Resistance in America (UNC Press, 2023), Arriaga contends that the long-term partnership between local sheriffs and immigration law enforcement in places like North Carolina has created a form of racialized social control of the Latinx community. Arriaga uses data from five county sheriff's offices and their governing bodies to trace the creation and subsequent normalization of ICE and local law enforcement partnerships. Arriaga argues that the methods used by these partnerships to control immigration are employed throughout the United States, but they have been particularly visible in North Carolina, where the Latinx population increased by 111 percent between 2000 and 2010. Is involuntary psychiatric treatment the solution to the intertwined crises of untreated mental illness, homelessness, and addiction? In recent years, politicians and advocates have sought to expand the use of conservatorships, a legal tool used to force someone deemed “gravely disabled,” or unable to meet their needs for food, clothing, or shelter as a result of mental illness, to take medication and be placed in a locked facility. At the same time, civil liberties and disability rights groups have seized on cases like that of Britney Spears to argue that conservatorships are inherently abusive. Conservatorship: Inside California's System of Coercion and Care for Mental Illness (Columbia UP, 2023) is an incisive and compelling portrait of the functioning—and failings—of California’s conservatorship system. Drawing on hundreds of interviews with professionals, policy makers, families, and conservatees, Alex V. Barnard takes readers to the streets where police encounter homeless people in crisis, the locked wards where people receiving treatment are confined, and the courtrooms where judges decide on conservatorship petitions. As he shows, California’s state government has abdicated authority over this system, leaving the question of who receives compassionate care and who faces coercion dependent on the financial incentives of for-profit facilities, the constraints of underresourced clinicians, and the desperate struggles of families to obtain treatment for their loved ones. This book offers a timely warning: reforms to expand conservatorship will lead to more coercion but little transformative care until government assumes accountability for ensuring the health and dignity of its most vulnerable citizens. In Do I Know You? From Faceblindness to Super Recognition (Johns Hopkins University Press, 2023), Dr. Sharrona Pearl explores the fascinating category of face recognition and the "the face recognition spectrum," which ranges from face blindness at one end to super recognition at the other. Super recognizers can recall faces from only the briefest exposure, while face blind people lack the capacity to recognize faces at all, including those of their closest loved ones. Informed by archival research, the latest neurological studies, and testimonials from people at both ends of the spectrum, Dr. Pearl tells a nuanced story of how we relate to each other through our faces. The category of face recognition is relatively new despite the importance of faces in how we build relationships and understand our own humanity. Dr. Pearl shows how this most tacit of knowledge came to enter the scientific and diagnostic field despite difficulties with identifying it. She offers a grounded framework for how we evaluate others and draw conclusions about them, with significant implications for race, gender, class, and disability. Dr. Pearl explores the shifting ideas around the face-recognition spectrum, explaining the effects of these diagnoses on real people alongside implications for how facial recognition is studied and understood. Face blindness is framed as a disability, while super recognition is framed as a superpower with no meaningful disadvantages. Policing the Womb: Invisible Women and the Criminalization of Motherhood (Cambridge University Press, 2020) a brilliant but shocking account of the criminalization of all aspects of reproduction, pregnancy, abortion, birth, and motherhood in the United States. In her extensively researched monograph, Michele Goodwin recounts the horrific contemporary situation, which includes, for example, mothers giving birth shackled in leg irons, in solitary confinement, even in prison toilets, and in some states, women being coerced by the State into sterilization, in exchange for reduced sentences. She contextualises the modern day situation in America’s history of slavery and oppression, and also in relation to its place in the world. Goodwin shows how prosecutors abuse laws, and medical professionals are complicit in a system that disproportionally impacts the poor and women of color. However, Goodwin warns that these women are just the canaries in the coalmine. Not only is the United States the deadliest country in the developed world for pregnant women, but the severe lack of protections for reproductive rights and motherhood is compounding racial and indigent disparities. Aya Gruber, a professor of law at the University of Colorado Law School, has written a history of how the women’s movement in America has shaped the law on domestic violence and sexual assault. In The Feminist War on Crime: The Unexpected Role of Women’s Liberation in Mass Incarceration (University of California Press, 2020), Professor Gruber contends that the legal reform movement on sexual assault began with feminists in the 19th century, who argued in favor of temperance reform, partly in the hope that it would lead to less violence against women. She also argues that the social context in which sexual assault allegations were made in the 19th century, especially regarding African-American males and white women, influenced the outcomes in legal cases and divided the feminists of the 19th century. Professor Gruber also addresses the fissures created in the women’s movement from the 1960s through today regarding how sexual assault should be treated under the law has worked against justice for both victims and their assailants. Professor Gruber argues that sexual assault law is premised upon erroneous beliefs about how men and women interact, the norms of nonverbal conduct, and the efficacy of punitive solutions. In addition to covering the history of sexual assault law she addresses how the criminal law might be reformed to meet the “convergent interests” of men and women. Many of us know that immigrants have been deported from the United States for well over a century, but has anyone ever asked how? In The Deportation Machine: America’s Long History of Expelling Immigrants (Princeton University Press, 2020), author Adam Goodman brings together new archival evidence to write an expansive history of deportation from the United States that threads the late-nineteenth century through to the present. Goodman, Assistant Professor of Latin American and Latino studies as well as history at the University of Illinois at Chicago, argues that the “deportation machine” operated through three main mechanisms: formal deportations, voluntary departures, and self-deportations. But contrary to mainstream assumptions about the U.S. immigration system, the overwhelming majority of deportations throughout the 1900s have not been formal proceedings in immigration court, but instead administrative processes and informal fear campaigns that pushed immigrants out of the country. Our interview with Goodman will cover how the history of deportation is linked with the development of federal power, state coercion, and activist resistance for due process. We also discuss the connections between the deportation machine and the contemporary debate on the prison-industrial complex, anti-immigrant prejudice, and demands for police reform. Poverty is big business in America. The federal government spends about $900 billion a year on programs that directly or disproportionately impact poor Americans, including antipoverty programs such as the earned income tax credit, Medicaid, and affordable housing vouchers and subsidies. Although Latinos are now the largest non-majority group in the United States, existing research on white attitudes toward Latinos has focused almost exclusively on attitudes toward immigration. Ignored Racism: White Animus Toward Latinos (Cambridge University Press) changes that. It argues that such accounts fundamentally underestimate the political power of whites' animus toward Latinos and thus miss how conflict extends well beyond immigration to issues such as voting rights, criminal punishment, policing, and which candidates to support. Providing historical and cultural context and drawing on rich survey and experimental evidence, Mark Ramirez and David Peterson show that Latino racism-ethnicism (LRE) is a coherent belief system about Latinos that is conceptually and empirically distinct from other forms of out-group hostility, and from partisanship and ideology. Moreover, animus toward Latinos has become a powerful force in contemporary American politics, shaping white public opinion in elections and across a number of important issue areas - and resulting in policies that harm Latinos disproportionately. 'A woman, a dog and a walnut tree, the more they are beaten, the better they’ll be.' So went the proverb quoted by a prominent MP in the Houses of Parliament in 1853. American guns have entangled the lives of people on both sides of the US-Mexico border in a vicious circle of violence. After treating wounded migrants and refugees seeking safety in the United States, anthropologist Ieva Jusionyte boldly embarked on a journey in the opposite direction—following the guns from dealers in Arizona and Texas to crime scenes in Mexico. Co-edited by Dave Mac Marquis and Moira Marquis, two activists with deep experience in organizing prison books programs (PBPs), Books Through Bars: Stories from the Prison Books Movement (University of Georgia Press, 2024) introduces readers to PBPs and their decentralized organization. PBPs are a grassroots-level and nationwide activist movement challenging the largest prison industry in the world by refusing to let incarcerated people remain isolated and forgotten. Operating on shoestring budgets, will all-volunteer workforces and donated libraries, books to prisoner programs are examples of ordinary people acting to undermine the isolation and judgment of incarceration. Although there are currently fifty-three books to prisoners groups serving in all fifty states, these programs remain relatively unknown. The goal of this book is to bring awareness to this diffuse and long-standing social movement and offer readers a way to get involved. Paramilitaries, crime, and tens of thousands of disappeared persons—the so-called war on drugs has perpetuated violence in Latin America, at times precisely in regions of economic growth. Legal and illegal economy are difficult to distinguish. A failure of state institutions to provide security for its citizens does not sufficiently explain this. Selective Security in the War on Drugs: The Coloniality of State Power in Colombia and Mexico (Rowman & Littlefield, 2023) (Rowman & Littlefield, 2023) analyzes authoritarian neoliberalism in the war on drugs in Colombia and Mexico. It interprets the “security projects” of the 2000s—when the security provided by the state became ever more selective—as embedded in processes of land appropriation, transformed property relations, and global capital accumulation. By zooming in on security practices in Colombia and Mexico in that decade and juxtaposing the two contexts, this book offers a detailed analysis of the role of the state in violence. To what extent and for whom do states produce order and disorder? Which social forces support and drive such state practices? Expanding the literature on authoritarian neoliberalism and the coloniality of state power—thus linking political economy to postcolonial approaches—the book builds a theoretical lens to study state security practices. Different social groups, enjoying differentiated access to the state, influenced the state discourse on crime to very different extents. Security practices—which oscillated between dispersed organization by a multiplicity of actors and institutionalization with the military—materialized as horrific insecurity for social groups thought of as disposable. In tendency, putting security centerstage disabled dissent. The “security projects” exacerbated contradictions driven by a particular economic model and simultaneously criminalized precisely those that this model had already radically disadvantaged. Dismissed as ‘Mrs Sherlock Holmes’ or amateurish Miss Marples, mocked as private dicks or honey trappers, they have been investigating crime since the mid-nineteenth century – everything from theft and fraud to romance scams and murder. In Private Inquiries: The Secret History of Female Sleuths (The History Press, 2023), Caitlin Davies traces the history of the UK’s female investigators, uncovering the truth about their lives and careers from the 1850s to the present day. Women like Victorian private inquiry agent Antonia Moser, the first woman to open her own agency; Annette Kerner, who ran the Mayfair Detective Agency on Baker Street in the 1940s; and Liverpool sleuth Zena Scott-Archer, who became the first woman president of the World Association of Detectives. Davies also follows in the footsteps of her subjects, undertaking a professional qualification to become a Private Investigator, and meeting modern PIs to find out the reality behind the fictional image. Female investigators are on the rise in the UK – and despite the industry’s sleazy reputation, nearly a third of new trainees are women. The Spatiality and Temporality of Urban Violence: Histories, Rhythms and Ruptures (Manchester UP, 2023) asks how the city, with its spatial and temporal configuration and its rhythms, produces and shapes violence, both in terms of the built environment, and through particular 'urban' social relations. The book builds on the insight that violence itself is a spatiotemporal practice with generative capacities, which produces and transforms urban space and time in the long turn, also through the impact of memory. The analytical categories of space and time must be thought as inextricably linked with each other. Expanding this fundamental conceptual idea offers fresh perspectives on urban violence. The book unites case studies on different world regions and historical periods , and thus challenges assumed binaries of cities the global North and South, the past and present. Max Ward’s Thought Crime: Ideology and State Power in Interwar Japan (Duke University Press, 2019) analyzes the trajectory and transformations of the implementation of Japan’s 1925 Peace Preservation Law from its conception until the early years of the 1940s. The law, which began as a state effort to tamp down radicalism and “dangerous thought” (mostly Marxism) and preserve and protect imperial sovereignty, spawned a massive apparatus populated by both state and nonstate actors dedicated to ideologically converting and rehabilitating thought criminals. In addition to being a case study of the nature and ideology of punishment and repentance for thought crimes in late Imperial Japan—and the way in which the emperor functioned as a “ghost in the machine” animating the pursuit of political repression—Ward’s book also provides insight into the policing of ideological threats and its relationship to national identity politics. Thought Crime follows the evolution and transformation of the Peace Preservation Law and its attendant social and institutional structures from interwar attempts to repress dangerous thought to a system of mass ideological conversion, and finally to the consequences of its integration into practices of total mobilization during wartime.
