Hello from CNN, I'm Jo Beck, with the five things you need to know for Tuesday, December 17th.
00:00:08 Speaker_01
Police are starting to piece together what happened at the shooting at a private school in Madison, Wisconsin yesterday that killed a student and a teacher. Six people were also injured, including two students who were in critical condition.

Police say a 15-year-old girl opened fire at Abundant Life Christian School before taking her own life. Her motive is still unknown, but a law enforcement official told CNN she expressed some of the problems she was dealing with in writing.
00:00:38 Speaker_01
This eight-year-old girl, who spoke to CNN affiliate WICS, is a student at the school.
00:00:43 Speaker_00
There was a teacher and she was screaming like, ah, my leg, help, help. Do you know that teacher well? Mm-hmm. What was it like to hear that? Were you scared? I was really scared and I was really sad.
00:00:57 Speaker_01
A candlelit vigil is scheduled for tonight, with the city's mayor and education officials expected to attend. Ukraine has taken responsibility for the explosion that killed Russian Lieutenant General Igor Kirillov in Moscow earlier today.
00:01:13 Speaker_01
CNN's Fred Plotkin is in the city.
00:01:15 Speaker_04
We are actually at the scene of where this explosion took place. And the Russians are saying this happened in the early morning hours of today as the general and an aide to the general were leaving that building.
00:01:25 Speaker_04
And Russians are indeed saying that they believe that the explosive device was hidden in an electric scooter parked right outside that building and that there were about 300 grams of TNT inside that explosive device.
00:01:37 Speaker_04
They have already said that they found remnants of that explosive device. And one of the other things that they've said as well is that they believe that it was detonated remotely.
00:01:45 Speaker_01
Kirillov headed Russia's nuclear, biological and chemical protections forces. He was wanted by Ukrainian authorities for allegedly using chemical weapons and had been sanctioned by the UK.
00:01:56 Speaker_01
A source says the Ukrainian security services is behind the killing, which Russia has described as a terror attack. TikTok is asking the Supreme Court to intervene in a fight over whether the app should be banned in the US in just a matter of weeks.
00:02:13 Speaker_01
As it stands, the social media company has until January 19th to find a new non-Chinese owner or be blocked from American app stores and internet services.
00:02:23 Speaker_01
But under the controversial law forcing the sale, the president will have one chance to extend that deadline for a year. TikTok's Chinese parent company, ByteDance, has said it won't sell the app.
00:02:36 Speaker_01
Canada's Prime Minister, Justin Trudeau, is facing a political crisis, with some in his own government calling for him to step down.
00:02:44 Speaker_01
Yesterday, Chrystia Freeland, the country's deputy PM and finance minister, abruptly resigned, claiming she was being demoted after disagreeing with Trudeau over how to deal with President-elect Donald Trump's potential tariffs on the country.
00:02:59 Speaker_01
It's shaken Trudeau's minority government, especially as Freeland was seen as a potential successor to him. Ian Austin with the New York Times is based in Canada and says Trudeau is looking at ways to stay in power.
00:03:12 Speaker_03
There's a way to shut down Parliament for a period. He may well do that in the coming days. But there is always the possibility. He doesn't control the House of Commons in terms of its votes.
00:03:22 Speaker_03
And if another leftist centre party, the NDP, take against him, they could force an election at any point in time.
00:03:30 Speaker_01
Wild weather is set to hit the west today. That's next.
00:03:36 Speaker_02

Severe weather is being forecast for western parts of the country today. Red flag warnings have been issued for southern California, bringing gusty winds to an area already battling a mountain fire.
00:04:19 Speaker_01
And an ongoing atmospheric river is set to fuel another storm that will move across the northwest. For the details, here's CNN's Derek Van Dam.
00:04:28 Speaker_05
Yeah, that's right, Joe. More bad news for Southern California, especially the areas already battling the Franklin Fire near Malibu. Critical fire weather conditions have returned to the region.
00:04:40 Speaker_05
Winds will max out tonight and into early tomorrow morning, could gust over 60 miles per hour in some of the higher elevations of the mountain ranges just off the coastline. That will bring dangerous conditions to the region.
00:04:53 Speaker_05
Elsewhere, across the Pacific Northwest, another atmospheric river event bringing low elevation rainfall up to five inches and high elevation snowfall to the mountains impacting some of the highways and interstates.
00:05:06 Speaker_01
That's all for now. Our next episode is at noon eastern.
